Boards and Committees

South Australian Government boards and committees play an important role in providing leadership, direction and accountability across every area of government activity.

There is a range of boards, advisory committees and statutory authorities in South Australia. These boards and committees are diverse in terms of functions, form, size, level of responsibility and accountability. Members are drawn from the community or professional groups to fill positions on a diverse range of boards. Some provide policy advice to government or oversee trading enterprises while others are professional registration boards.

The Boards and Committees Unit

The Boards and Committees Unit, located within the Services Division of the Department of the Premier and Cabinet, administers the government boards and committees program. Work undertaken by the unit includes:

  • the production of policies and guidelines for boards and committees
  • the determination of board and committee remuneration on behalf of the Chief Executive, DPC
  • management of the Boards and Committees Information System (BCIS), a database set up to record membership and remuneration details of government boards and committees.

An online listing of all SA Government boards and committees is available at www.sa.gov.au under the heading "Other State Bodies". The listing includes useful information such as the role of each board or committee and contact details.

DPC Circular 16 contains the government's policy on remuneration for part-time boards and committees. This circular provides guidance on how to seek a fee determination, methods for payment, superannuation, salary sacrifice, information required for inclusion on BCIS and more.

The remuneration framework contains the payment rates that apply to SA Government boards and committees. The framework was implemented in 2008 and is subject to triennial review by the Department of the Premier and Cabinet.

The Boards and Committees Information System (BCIS)

BCIS is the central register of SA Government boards and committees and is used by the government in a number of ways. If you are involved with the administration of government boards and committees, such as an executive officer or employee of a department or minister’s office, and you would like to find out about BCIS, what it provides or about the annual report to Parliament, please visit the BCIS component of Intra SA (available to South Australian Government employees only ).

The contents of the BCIS are tabled in Parliament each year in the form of an annual report. The report is a snapshot of the data recorded on BCIS as at 30 June and includes the following information:

  • the names of boards and committees (in ministerial portfolio order)
  • the names of board members
  • the applicable remuneration entitlements for board members
  • the gender composition of the boards and committe

Further information and related links

Two important targets have been set by the Government in regard to the gender composition of boards and committees. These are detailed in South Australia's Strategic Plan as follows:

  • 50% of women on Government boards and committees by 2008 (T5.1)
  • 50% of Government boards and committees to be chaired by women by 2010 (T5.2)

The Office for Women maintains the Premier's Women's Directory for women interested in serving on government boards and committees. The Premier's Women's Directory identifies women with a broad range of expertise and interests for nomination to government boards and committees.

Under PC016, claims for payment of travel and accommodation expenses by members of government boards and committees are to be made in accordance with the Office of Public Employment's Commissioner's Standard 3.2 .

Recent amendments to the General Purpose Financial Reporting Framework published by the Department of Treasury and Finance (DTF) now requires government boards and committees with at least one member in receipt of remuneration to disclose this information as part of its annual reporting process.
